It should read, Schwarzenegger AVOIDS vow to avoid raising taxes:

Speaking at a news conference in Los Angeles, Schwarzenegger acknowledged that ``it's clear we can't ever say never'' to raising taxes.

He won't raise taxes unless he has to!

That's comforting!
