Just asnwer to yourself this question. Why Russia will need few buckets of Saddam chemicals if she voluntary destroy now 40000(!) TONNS(!) of lot more dangerous soviet chemical weapons?

It is well known fact, that Russia trained Saddam's intelligence and quite possibly provided them with bio and chemical weapons.
It is quite plausible that Russia wanted to hide and destroy Saddam's weapons for two reasons: one to make the US look bad, taking away the main reason for the invasion, and so the WMD can't be traced back to Russia.
Pacepa's description and speculation is most likely right on the money.
