AFRICA needs some basic infrastructure before investors can find the continent an attractive place to come to invest in, writes Mikaili Sseppuya.

When the cost of doing business is too high, because of high energy rates, many potential investors would go away.

This was said by the chairperson of the New Partnership for African Development (NEPAD), Prof. Wiseman Nkuhlu this week.

He was meeting the finanace minister Gerald Ssendaula at the ministry boardroom in Kampala.

"We need to build enough infrastructure to attract foreign investors, reliable water and better land management, as well as research to enable enhanced production. There is also need for access to developed markets," Nkuhlu said. "The cost of energy, information and communication technology, and the like should be at permissible levels. There is urgent need to escalate economic development to counter the maginalisation due to globalisation."

He said there was a need for a strong political will, capable institutions and resources to implement the programs that would enable Africa to break out of the vicious cycle of poverty. Nkuhlu said Africa should have systems to counter the negative reports.

All good second steps, but the fact that this article misses the number one barrier to investment does not bode well for Africa.  How about RULE OF LAW.

Why on earth would anyone in their right mind invest in Africa?  Even if you had access to a particular resource, power to process that resource, a road to move the resource, and a port to ship the resource, who's to stop either bandits or the govt. from STEALING the resource?

A truly ironic name for their organization dedicated to rattling the tin cup (to date, Africa's largest industry).

As things currently are, only an extremely altruistic left-winger would invest in an African country, except even they aren't that stupid. A major problem is that the Western socialists/communists have imported a mind-set of victimhood and non-responsibility. Until the leftists can face the fact that even South Africa under Mandela and Mbeke's overseeing has plunged the wealthiest of southern African nations into down-spiralling disaster, nothing can be changed. It will be Western liberals with African dictators dining with each other, and the African people will just have to live somehow. Or perhaps at least one African country can develop and support a responsible government all on their own, and without foreign intervention.

Undoubtedly named after our first African-American president bill clinton. :=)
