Sure...bad cops exist. But I'm not ready to label these cops out of control. Nope...not yet.

That's what I'm thinking . . . Poor animal probably jumped into the line of fire. Too early to pass judgement, but I'm sure the cops wouldn't deliberately shoot their own dog. You'd have to be a real a**hole to do something like that.

Could the dog have jumped at the perp... Most likely, yes. In the attack mode, they're trained to go for the arm. I've seen them launch into the air about ten feet out and hit the guy five feet off the ground.
