The former means "it seems" and the latter means "it IS". They are not synonamous, sir. That being the case, General, may I be so bold as to point out that "and they wanted to do this because they were afraid" is thus rendered a piece of meaningless and idle speculation, of approximately zero denotative value. Finally, sir, it is my duty to respectfully inform you that your statement of "I don't have all the proof" is a blatant lie, as your immediately following statement "I've only heard rumors about it" clearly means that you have NO PROOF WHATSOEVER. In sum, General, it would be for the best if you would forego speaking for the next thiry years or so. You would appear so much more wise if you were to do so.
