Or maybe they really don't have a problem. Or, is a user necessarily an addict?

Ding! Correct. Out of about 20 million user of illegal drugs, 75% were pot smokers. 10% tooted coke, and about 5% did Ecstacy. While there is some overlap in those number, that leaves really hazardous drug taking, like needle drugs and crack, as a pursuit of those that are generally undeterred by any laws.
In other words, the War on (some) Drugs is money we might as well have put in a big pile and set on fire.
