For some reason, you are becoming very emotional about this. Linguistically speaking there is the difference I belatedly outined between accent and dialect. Your assertion about everyone having an accent would be incorrect by linguists. I in fact did admit that I asked my question too abruptly and elongated it.
Now, if Bustamonte has a Mexican accent, then he is just as "ineligible" as Arnold according to Davis' standards. Mind you, not my standards, but Davis. Yes, Davis is being a racist and ignoring the rules of eligibility for candidates.

According to my dictionary, "accent" is:
(1) An individual's distinctive or characteristic inflection, tone, or choice of words, (2) speech habits typical of a particular group of people and especially of the natives or residents of a region.
"Dialect" is:
A regional variety of language distinguished by features of vocabulary, grammar, and pronunciation from other regional varieties and constituting together with them a single language of which no one variety is construed as standard.
Obviously, the dividing line between the two is a bit fuzzy.
While you live on the west coast, and I on the east coast, I doubt our speech patterns are all that different.
If I go to the New York area, I am acutely aware that many people there are unable to pronounce words with the letter "r" in them (e.g. "New Yawk"), but the words and grammar that we use are the same. But, when one "New Yawker" talks to another, they don't notice anything unusual about the other's speech. But, if I talk to them, they think my pronunciations seem strange. This is an issue of accent, not dialect.
Once again my point: To someone from New York, I have an accent. To me, someone from New York has an accent. By your logic, I should maintain that only the other guy has an accent. By my logic, I am able to admit that we both do.
