Kerry thinks of himself as being equal to the entire Congress, Supreme Court, and Presidency put together. His cabinet would consist of John Kerry for Secretary of State, John Kerry for Secretary of Treasury, etc. He IS SO POMPOUS, and it extends to his POMPadour.
