""A driver license never has been a valid immigration document and it never will be, but it does make it easier on an inspector," Dorcy said. "It's secondary evidence.""
No, it hasn't, but the immigration folks have relied on it for years. I have always taken my passport with me whenever I leave the country, even if it is not required, as in Mexico.
The easiest thing for the INS to do is to require passports from US citizens on re-entry into the USA. Of course, lots of folks don't have them, but it's a pretty good way to insure that US citizens can be properly identified on re-entry.

Yes, that would be the easiest thing to do, unfortunately, the majority of Americans would scream bloody murder, that the Government was attempting to restrict their right to move freely in and out of the US.

Why do we not need a passport to re-enter from Mexico?
Does Mexico have a special standing with the USA?
