I've been hearing BS like this my entire working life. "The demand for engineers (or whatever) will skyrocket in ten years...blablablah..."
Somehow, those jobs never seem to show up.

Foreigners don't qualify, but "more immigrants" is one of the answers in the "study." The H1Bs and L1As are supposed to be temporary workers. For permanent would-be immigrants our current immigration policies limit the number of people coming into the country with skills and education from Europe and Asia, but let unlimited numbers of unskilled and uneducated "family members" in from Central and South America. All you have to show is some kinship to someone already in. If you don't have that, then you can get a place in the lottery program the State Department runs.
