Interestingly, according to the WSWS story on Clark, it was he who tried to pressure Clinton into war with Kosovo using the Racak Massacre as the pretext. According to them, Clinton first prefered to give Ramboullet a last try before launching the attack. It does fit his personallity as he was also the one who was discouraged with the orignal bombing plans saying they weren't aggressive enough.
