Propose a bill that says the feds will not recognize California's DL as a valid ID. Same for those other states that blindly issue DLs to illegals.
Another course is to persude the FAA to issue the same edict as an anti-terror measure. Once all those liberals who fly get banned from a flight unless they have a valid passport or other ID, they'll scream bloody murder and demand the DL law be changed. (More likely, they will demand the FAA drop it's rule.).
Call your favorite pol and suggest they draft/support such a bill.
As far as the petition goes, watch the 9th say it's unConstitutional after it passes.
You can bet on that. But it's still worth doing, IMO. There is no justice, and there is no justice system. The courts have become so liberalized that they bear more resemblance to the Politburo than the American justice system.
But people won't be prepared to do anything about it until they get carted off to labor camps in the dead of night. And that will be done so haphazardly that no one will notice until it is too late.
And the wheel of history continues to turn relentlessly westward.
