But in 1995, the Clinton Administration policy changes. China supplied the C-802s to Iran in 1995; China supplied other missile components to Iran and Pakistan in 1995 and has continued to supply up to the present time. And in 1996, the Administration refused to act on explicit findings by the intelligence community that the transfers occurred. Also in 1996, the Administration started transferring control over satellites exports from the State to the Commerce Department, insulating them from the application of missile sanction laws in the future. For some reason, the Administration decided in either 1995 or 1996 that missile sanctions would no longer be part of U.S. policy in dealing with China. Why did U.S. policy change? I don't know the answer to that question, but I urge the Committees to look into it. We do know the result of the policy change. It gave China a green light to proliferate. Our government's policy on sanctions has enabled Chinese satellite launch companies to sell missiles and missile components to Iran and Pakistan without fear of punishment. Thus, it may be that we are asking the wrong question about how our satellite export policy affects missile proliferation. Whether or not our satellite exports caused U.S. missile technology to go to China, they have made it easier for Chinese missile technology to go to Pakistan.")

And if the Clinton administration dropped the ball in responding to the Cole bombing, why didn't the incoming Bush administration pick it up in January, 2001?

Maybe because they were too busy trying to get the transition keys/funds from the GSA... and refurbishing the pillaged Air Force One... and replacing "W" keys on all their keyboards... and removing graffiti...

Mr. Miniter also claims that Sudan repeatedly tried to provide voluminous intelligence files on bin Laden to the CIA, the FBI, and senior Clinton administration officials and would be "repeatedly rebuffed through both formal and informal channels." Absurd. In fact, it was precisely the other way around.

On multiple occasions, and in venues ranging from Addis Ababa to Virginia, Washington, New York and Khartoum, the United States aggressively pressed the Sudanese to prove their alleged commitment to cooperating on terrorism, by severing their close ties with known terrorists, arresting specific individuals and providing specific intelligence information to us. Yet, despite frequent promises of cooperation, presumably in the hopes of getting off the terrorism list and out from under U.N. sanctions, the Sudanese consistently failed to deliver.

Note that the second paragraph in no way refutes the claim in the first - I figured there had to be weasel words in there somewhere, and I wasn't disappointed. Note that the "specific" requested intelligence information was not provided here - in other words, the Clintonistas could have requested intelligence on, say, troop movements within Sudan, Sudan refused and this claim would be true - but it would have NOTHING to do with Sudan's willingness to provide info about bin Laden.

Any mention of Mansoor Ijaz seems conspicuously absent.

Read down to see how the author responds to the newest legacy writing by the Clinton administration regarding their failure to go after OBL.

The author has the facts on his side, including direct quotes from administration officials, and copies of letters sent by foreign leaders who offered to turn OBL over to Clinton.

No one should believe these allegations by Mr. Miniter's source, Fateh Erwa — a Sudanese intelligence officer known for his penchant to deceive

And no one should believe these denials by Mr. Cressey and Ms. Smith's former boss, Bill Clinton - an Arkansan slimeball known for his penchant to deceive.

Great find. Another legacy building attempt shot down by using the former administration's own historic record of documents and quotes from administration officials.

Clinton had eight years and Bush had 8 months and you want to focus on Bush? That makes alot of sense.

Key national security staffers weren't even in their jobs until a few weeks before 9-11. And why is that? Because Gore wouldn't do what was right for the country and concede the election. Instead, he wanted to litigate his way through it, tying up the country in knots and delaying the transition so the new Administraiton COULD fight terrorism at full strength.

I could have sworn I read that Clinton himself stated he wished he'd gotten bin Laden when he had the chance.

Well, hindsight is 20/20. We can only speculate as to whether Bush or another republican would have taken advantage of these same opportunities to apprehend bin laden.

Exactly. Someone needs to write a Clinton dictionary. Every definition would start out: "It depends on what your definition of--insert word--is."
