A few years back I visited D.C. and the the park police were performing some kind of sting operation to rid the mall of ice cream vendors. They would swarm up in squad cars, toss the ice cream man in the paddy wagon, and put the ice cream cart in the back of a pickup truck and drive off. An hour or so later they would rope another one in. Somehow, it was a poignant metaphor of our nation.
