I wonder if maybe the fishing wasn't so good for a few generations resulting in people having to find other ways to feed themselves. The Law of Infinite Substitutability at work.

Yes, perhaps with population increase the coastal waters become fished out and you have to venture further and further out to fish.
A whole lot more efficient to raise domesticated animals so you have a predictable supply of meat instead of hit or miss hunter gatherer foraging.
