without worker's compensation, state labor laws, and other benefits

Versus unemployment outside the reservation. It the tribal nations should be forced to turn over additional revenues to state, should they be entitled to a cut of lottery revenues?

CA State originally touted the lottery revenues as "helping the schools." The only ones who were helped were the Ad men who got a major portion of the Lottery budget for commercials, the politically-appointed Lottery officials and workers who garner huge salaries and maybe a few programs that were never impacted by what was left over. The state barely shares the lottery revenue with non-Indian citizens, why would they share it with the Indians?

The lottery--CA and otherwise--was another scam. Since I am not mathematically-challenged and don't believe in the magic of "luck," I don't waste my money on it.
