On those round-the-lake paths, 10mph is probably appropriate. In NoVa, we have an old railway converted to a multi-use path, as well as multi-use paths paralleling some of the major roads. They're wide, straight, and more suitable to high speeds.

I'd like to invite you to try the Rails for Trails paths in northern Idaho...beautiful. Several tunnels and tressles. One tunnel is almost 3 miles long IIRC. Cost a couple of bucks to ride, but well worth it. Not a fast ride because it is a multi-use trail (pedestrian and cycle - unpaved). I'll see if I can find you a link.
