Recess Appointment as soon as the Senate recesses for the next holiday. That would put Leavitt in office until the end of the session which will be December of next year. By then the electon will have taken place. If Bush is the winner, then he can appoint him with the rest of his new cabinet for confirmation.

I am very fond of President Bush. I would be a lot fonder if he would threaten to dissolve the EPA if the democrats continue to dissolve quorums. I would fall in love if he actually did it.
