The requirement to vote in the first part in order to be able to vote in the second part was voided by a court decision quite some time ago.

11382 has been reversed. People who don't vote on Q1 (recall) are permitted to vote on Q2 (replacement), and a proper Q2 vote will be counted, even absent a Q1 vote.
The reversal came in a court challenge, and the CA Secretary of State has no plan to appeal the decision.

The "must vote on recall to count" provision has already been struck down. Sorry. No more complaint there!
