The requirement to vote in the first part in order to be able to vote in the second part was voided by a court decision quite some time ago.

11382 has been reversed. People who don't vote on Q1 (recall) are permitted to vote on Q2 (replacement), and a proper Q2 vote will be counted, even absent a Q1 vote.

The reversal came in a court challenge, and the CA Secretary of State has no plan to appeal the decision.
