Perhaps, but realize we are not talking about rebuilding a single wafer, we are talking about rebuilding multiple foundries, each major production line representing multiple billions of dollars, multipled by dozens of lines. The bigger expense is in the number of silicon parts that won't be available for the world economy. Most everything made nowadays that plugs into a wall or has a motor has silicon chips in it. The multiplier effect would be huge, to say the least.
