At arraignment. They check you past when assigning a judge. EVERYONE who is qualified is sent to that court first. Noelle was arrested when she went to pick up the drugs that is how she got into the system. He case was a first time case or she would not have been eligible.

If Rush had been buying the drugs illegally and the authorities knew it, the would have picked him up at the first opportunity to catch him red handed. Palm Beach Prosecutor's office is full of little democrats who would relish the chance. This is why I am skeptical that they have anything at all regarding a rush drug buy. It they had something they would have done it in May/June when this supposedly happened.

For all we know the only thing the Palm Beach Prosecutors have IS the maid's story, a picture of the cigar box, and tapes of the maid's OWN drug deals and nothing else.
