Of course there is that element -- the unions, the ambulance-chasing lawyers, those who want to build bureaucratic empires, politicians who claim that they can make everyone "safe." I don't deny their power, but they are just fellow-travellers trying to profit from the system. Ultimately, however, "zero-tolerance" is being orchestrated by those who have a totalitarian agenda.

It also reminds me of the thug "protection racket" shakedown. All those groups you mention purport to be "keeping us safe", as long as you toe the line - pay up and shut up. Stand up against them, and you are in their cross-hairs.
