Out of context, using the word "senator", the comment means nothing.
Either she knew precisely what she was doing by uttering those words, or she was clueless. The former demonstrates an arrogance rooted in stupidity that is uniquely clinton; the latter demonstrates just plain stupidity.
I'd go with clueless because I just refuse to believe that the smartest woman in the world could be so named with a heart missing (billy dale, juanita broaddrick, "Bush Knew!" headline held up on senate floor, billy dale being demolished, the policeman being hit by the vehicle in which she was riding and she not stopping to tend to him, VRWC lie to cover up for monica, hiring investigators to spy on her hsb and then spouting publically his virtues, etc., etc., etc, vince foster, web hubbell, etc., etc.) Only a truly stupid, inept, heartless, unthinking and souless grunt could behave the way she has and say the things she does. So clueless fits.
However-since I believe her greatest asset is her ability to ruthlessly manipulate others (which stems from her being a class A sociopathic personality), and overrides all of her horrendous personality flaws, I'd have to say the statement was planned as a shot to Arnold.
