Plainly, the uncited straw man makes fallacious arguments, but the author insists asserts his argument, which is equally extreme in the opposite direction, by refuting the straw man. Because we do not have it in our own power to save billions of souls does not mean God does not allow us to participate in the salvation of a single soul.

Yes, it would have been nice to have the letter to which he was replying.

I think he overdoes the calvinist position in his reply. My guess is that he's from the school of calvinism (hyper?) that believes there is ultimately no necessity regarding missions and evangelism.
