Can someone translate this from Entish into plain language? Or does the Pope always seem to speak publicly in platitudes without directly addressing the issues?

It's his style. You can read one of his encyclicals and not have the slightest idea what it said.

Liberals are masters of deception, and I personally believe the ambiguity is intentional.

Since the end of Vatican II, intelligent, qualified Catholic scholars have been at odds with each other regarding the interpretation of many documents this pope and his administration have issued. A great many of these documents can be interpreted broadly for the nominal Catholic to digest with the help of his liberal pastor, while better educated and traditional minded Catholics tend to percieve the gobbledegook. They accomplish this successful attack on sound Catholic instruction and doctrine by cloaking their bogus teachings with just enough classical Catholic jargon and syntax to make it all sound pious and official.

Bottom line is that they intentionally issue these ambiguous proclamations so that their liberal army of destroyers can point to them and say: "Here, look, even the Pope himself says so", while cleverly ommitting the smokikng gun needed for traditional Catholic scholars to claim heresy. Guess it all comes to down to the old axiom: "If you can't dazzle them with brilliance, baffle 'em with bullshit".
