Apart from His commandment to "Do this as my memorial", where does He command that His followers should observe any of the Jewish festivals?

Do you accept the Acts of the Apostles as inspired Scripture?

For one, they are not "Jewish" festivals. They are God's...Jesus Christ's...festivals.

Lev 23:2 Speak unto the children of Israel, and say unto them, Concerning the feasts of the LORD, which ye shall proclaim to be holy convocations, even these are my feasts.

They are the Lord's feasts. The feasts of the Lord.

I will now list scripture where Jesus Christ commands his followers to observe his feasts:

Lev 23:2 Speak unto the children of Israel, and say unto them, Concerning the feasts of the LORD, which ye shall proclaim to be holy convocations, even these are my feasts.

Lev 23:4 These are the feasts of the LORD, even holy convocations, which ye shall proclaim in their seasons.

His followers observed these feasts up until the time that Christ incarnated. When Christ became a man, he showed by his example the validity of the feasts he himself had created by observing them:

Luk 2:41 Now his parents went to Jerusalem every year at the feast of the passover.
Luk 2:42 And when he was twelve years old, they went up to Jerusalem after the custom of the feast.

Joh 2:23 Now when he was in Jerusalem at the passover, in the feast day, many believed in his name, when they saw the miracles which he did.

Joh 7:14 Now about the midst of the feast Jesus went up into the temple, and taught.

Jesus never repudiated the feasts that he had created. On the contrary, scripture is abundantly clear that he observed them.

Do you accept the Acts of the Apostles as inspired Scripture?

In their original form, yes.
