I agree with your entire post, except for one part. ("I just don't see that CCF is truly advocating the execution of homosexuals.") I think it is pretty clear that he is.

Personally, I'm in favor of public caning for a lot of offenses that currently get jail terms (if they get anything at all). Would save money and be much more of a deterrent - also give wannabes a lot to think about.
The head county DA of my rural county (now retired, a happy man!) told me privately that that's the only way to curb crime, but the public won't go for it.
It's actually much more merciful to perps - a good stout public beating, and then back to real life, perhaps with a new attitude. No years rotting away in jail, and then coming out years older with a much worse attitude.
