Isn't the purpose of the Rosary a means of 'keeping score' on how many times you have repeated a set prayer?

No, it helps you keep track of where you are. Total, there are (in the original version) 150 Hail Mary's in the full Rosary, one for each Psalm. One of the origins of the Rosary is the uneducated substituting one prayer (the Our Father or a Hail Mary, for example) for each Psalm.

Again, where did this originate from? I see nothing in the Old or the New Testaments regarding repeating a set prayer in order to obtain blessings or forgiveness. In fact, I have already indicated that Matthew expressly forbade repeating the same prayer over and over.

Col. 2:22
Mark 7:7-13: "But in vain do they worship me, teaching for doctines the commandments of men."
