It is the same Church that canonizes saints and Scripture.Which is the same Church that seats its Popes and the same Church that authorizes its diocese officials and priests. (Don't make me go into the history of what some Popes have done & said, or current scandals, 'cause I don't want to go there...it wouldn't do anyone edification in the context of this thread).
