Is there a proper Pontifical Commission to bring this up with?
I thought the Pope was planning to “quash” at least the worst excesses of the bishops conferences.

The US has a channel to the Vatican -- the Apostolic Annuncio in Washington, DC. It is not a coincidence but intentional that the Apostolic Annuncio is in Washington DC as well as the NCCB.
The Annuncio is meant to work on problems between the US Catholic Church and the Vatican...
