It’s a family name, of Austrian origin.

The name HUBER (engl.Hoover) is an old name,
common in germany, austria and switzerland.
With the old german tribe Alemannen/Alamannen
which settled in Baden, Bavaria, Austria and
part of Switzerland, the word HUBE meant a
farmer owning a hube of land, wich ist about
61 acres. By those standards this was a rich farmer.
