The Vatican would be interested in being in administrative control of specific sites like the Church of the Holy Sepulchre. It's falling into disrepair because control is shared between six or seven different churches and they cannot agree on basic maintenance issues.

The government of Israel wisely declines to allow one community to administrate such sites in order to avoid the resentment of all the others.

The truth is that the Vatican would do a great job having major shrines such as Holy Sepulchre under its control since it needs it badly to be fixed up. Plus the present Pope has met with a number of Christian leaders and thus has gained the respect of the Christians of the other churches.
