I can”t for the life of me see why that passage requires Muslims to slaughter horses. Or torture them. All it seems to say is that it is all right to eat an onager, (a kind of wild donkey) during some kind of ritual time.

??

It isn’t a requirement, per se. It is something that happened in the Hadeeth, which means it is a tradition to be repeated. It doesn’t bear the same weight as a commandment, but it is still bonus points for Allah if followed.
