As I understand, this pertains to administration of churches for spiritual needs. Am I misreading that?

I think you’re right - it’s a gift given to Bishops. We’ve had some Bishops who definitely exercised this charism: Archbishop Beltran and Bishop Slattery in Oklahoma, Bishops Curlin and Jugis here in Charlotte. A good Bishop is a real gift!
