Maybe the majority of ELCA members oppose ordaining gays, but the majority of people, who attend the synod assemblies, support ordaining gays. Have you heard of a survey, about that issue, among average ELCA members? I used google, to look for such a survey, but I couldn’t find one.

That would mean a congregation sending people to Synod assemblies who don't represent the views of the congregation. Doesn't seem plausible to me. Possible, though...
