Anyone who takes the time to break down their budget will see that a large part of it never reaches those who are in need. They budget large amounts for administration, payroll, lobbying and other nonfood items. It's a bloated bureaucracy. Anyone who wants to give to world hunger can find better places to do it.
In the political world this is known as “spin.”
