And here I thought there was supposed to be separation of church and state.

Yes ... there is.

The State cannot dictate how the Church shall run its affairs, nor can the State dictate which of many competing "churches" will receive favor and sanction.

The Church, however, as a private organization of citizens, may voice its institutional opinion as to what the State should do ... likewise the members of the Church, as individual citizens may both voice their opinions and exercise their franchise according to their consciences.

Separation of Church and State doesn't mean what many folks think it means.

“Our laws and our institutions must necessarily be based upon and embody the teachings of The Redeemer of mankind. It is impossible that it should be otherwise; and in this sense and to this extent our civilization and our institutions are emphatically Christian... this is a Christian nation”....... United States Supreme Court 1892.

The state should not be making laws regarding religious sacraments.
