I am sorry to have to respond this way, but what you ask is poorly thought out. We do not know the Mind of God, so we do not know how it is that He makes His Grace available to those billions of souls who live and die. we do not now how God weighs, but we are told He does weigh and some will be found wanting because they refused the Grace He offered. But we definitely do not know, I mean really know, the circumstances of the offering to each. There may even be a moment of timelessness at death, when God makes the offer and the soul has the choice to make before ‘moving on’. We just do not know, so I cannot answer your query adequately.
