Any technology is blank. It is the hearts of those using the technology that bring good or evil into the calculus. Below is a 3D avatar of Japanese fabrication. It is used to do a concert. Cloning is also a technoogy. As such it is neutral. But when men seek to use that technology to do evil (as in defy God), then the use of the technology is evil, but the technology remains blank with regard to good or evil.
