Buon fresco (also called, "good" or "true" fresco), consists of a painting in which the pigments are mixed in with the wet plaster of the wall. As such the pigments become part of the wall and wouldn't flake like the photos show in this case...buon fresco can easily endure centuries, and in some cases millenia without significant deterioration.
I would venture a guess that the painting in question was a secco fresco which is paint applied to already dried plaster. It is nowhere near as durable and typically will exhibit the kind of flaking seen here. The upside is, in relative terms, it should be easier to restore.

Kinda looks like a Picasso. I get the urge to do a similar fix with Picasso's paintings. Hmm, a little flesh tone, a little brown and presto! the eyes are now properly separated by a nose.
