That's true, and it's an appalling example of how the bishops undermine their own authority --- undermine
all legitimate authority ---- by justifying and rewarding illegal activity. The Dream Act beneficiaries or their parents are all supposed to have jobs, and the jobs they have require forged or stolen Social Security numbers. Thus the Dream Act incentivizes fraud.
It's disgraceful to realize that Lori either doesn't know this, or doesn't care. It's quite possible he has never been confronted on this --- never hears any viewpoint from outside of his own ecclesiastical bubble.
That's my guess.

There is a conundrum: this illegal action has also been condoned by the US government, both Democrat and Republican. The bishop is taking his lead from our national elite, who feel the need for cheap labor, especially in a day when a shrinking population of Euro-Americans does not want its children to get their hands dirty. So laws get passed, but are not enforced.
