First, Alveda King doesn't say that racism is the only problem. At no point does she say that cultural distortions within the black and latino communities (like casual promiscuous sex, and contempt for women) is not a problem. But you can't fault her for not laying out her total social meta-analysis every time she speaks.
Second, she's not saying the whole white society is racist. She's observing a continuities of racism at the top of the pro-depopulation elite: she often specificially refers to Planned Parenthood.
As you may know, PP was founded by a well-known in-your-face racial bigot named Margaret Sanger. It was Sanger who said
It was Sanger, in a 1939 letter to Clarence Gamble, who enthused about her 'Negro Project' with these words:
It was Sanger who courted German race-supremacists and eugenicists like Ernst Rudin to contribute to her "Birth Control Review" in the 1930's.
And even more pointedly, Sanger is a heroine to Planned Parenthood to this day. They give out awards at their annual gala Margaret Sanger fund-raising dinner. They further the aims of her propaganda. They wear Sanger T-shirts, march behind Sanger banners.
They locate 85% of their clinics (analyzed by census tract by Life Dynamics) in, or within easy walking distance of, neighborhoods with the largest Black and Latino populations.
