Revelation 3:15-16 is not addressed to atheists and agnostics, but rather to believers. Jesus just a few verses later (19) says “As many as I love, I rebuke and chasten. Therefore be zealous and repent.” And in Hebrews 12:6ff “Whom the Lord loveth he chasteneth, and scourgeth every son he receiveth. If ye endure chastening, God dealeth with you as with sons; for what son is he whom the father chasteneth not? But if ye be without chastisement, where of all are partakers, then are ye bastards, and not sons.”
