You are correct. The passage specifically says that the armies come down to a land of unwalled villages. How could the villages be unwalled unless there is a time of peace?

Exactly right. Along with the fact that something has happened to make Israel believe that she no longer needs walls and gates around the nation (like the end of any threat from her immediate neighbors), no mention at all is made in Ezekiel 38 and 39 of the countries surrounding Israel - the countries which exactly meet the requirements of Psalm 83. Something has happened to take those nations out of the picture. Here is an excellent article that sums up the situation pretty well:
