Bill 18 defines bullying as including behaviours that “should be known to cause...harm to another person’s...feelings.”

This could be expanded to adults as well. Think about it. If I played and lost the lottery there my feeling would be hurt. Then I could sue the lottery officials for bullying me to buy a ticket,through various promotions, and hurting my feelings because they promised that I could be a winner but lost anyways.
