I am curious about when a marriage is dissovled against one partner’s wishes, what then? What if the dissolution of the marriage is due to cheating on the other spouse’s part (they want the divorce so they can be free to pursue this other relationship). What is the spouse who was cheated on to do? Can they never marry again?

I should’ve also asked about whether or not the sacraments can be taken afterwards also...

“Can they never marry again?”

From the Church’s standpoint, if you are divorced and do not receive an annulment from the church (in other words, the church declaring after an investigation that the marriage was never valid) then you can not marry again. Doesn’t matter if you wanted a divorce or not.

However, they do very often grant annulments, though it’s not a pleasant process.
