He needs to go further, to take back sacraments that have been co-opted by governments, then corrupted by governments.
Churches used to register births and deaths. This is now done by governments.
Governments have not year taken over Baptism, Confirmation and the Eucharist.
Surveillance of Confession and Penance has been a huge goal of governments for a long time.
Government also tries to shoulder out clergy from anointing of the sick. They most definitely do not want clergy around giving extreme unction if they intend to euthanize (murder) a patient.
Governments have made major inroads into controlling and corrupting clerical education and Holy Orders, in some places taking it over entirely.
Church Matrimony has been made redundant by governments, who want to control the process. And governments certainly want to corrupt it once they control it.
In all these cases, the churches need to reassert their role over *their* sacraments, to take them away from government and its manipulations and corruptions.
