The "structural" cause of poverty is a shortage of capitalism.

Capitalism produces the things that redistributionists wish to redistribute.

Without capitalism, there is nothing for redistributionists to redistribute.

Yes, and ending extensive corruption in certain countries would help. Also, strengthening the Rule of Law, with secure property rights, etc., would help.

And if they really want to change, they will democratize, with fair elections and freedom of speech. That is the biggest way to uphold the individual’s dignity, regardless of social status.

Yet, somehow, I doubt that this is what the Pope meant.

Best description I've heard yet. The only economic system the Pope has ever experienced is Peronist Fascism. He has a very warped view of how an economy should work.

As for rights, no one has a right to someone else's time and means. To assert that people have the rights the Pope enumerated is to demand that someone else must supply them. That's wrong.

By encouraging chastity?

That is the biggest "structural cause" of poverty. People having sex and children outside of a permanent marriage.

Get married. Stay married.

The second is lack of working.

Get a job. Show up for the job.

I suppose in someways they depend on the same skills.
