I thought vouchers went to citizens, not institutions.
Defund the public schools by direct funding, and fund them instead by vouchers held by parents who take them to the schools of their choice. Public or private.
As I understand the program, vouchers were given to parents who would then turn them into the schools, who would in turn, cash them in at the State.

It may also more rigidly define the definition of orthodox belief within its particular group or organization, and expel or excommunicate those who do not support this new found clarified definition of political or religious orthodoxy. In other cases, dissenters from this orthodoxy will secede from the orthodox organisation and proclaim themselves as practitioners of a reformed belief system, or holders of a perceived former orthodoxy. At other times, sectarianism may be the expression of a group’s nationalistic or cultural ambitions, or exploited by demagogues.
The phrase “sectarian conflict” usually refers to violent conflict along religious or political lines such as the conflicts between Nationalists and Unionists in Northern Ireland (religious and class-divisions may play major roles as well). It may also refer to general philosophical, political disparity between different schools of thought such as that between Shia and Sunni Muslims. Non-sectarians espouse that free association and tolerance of different beliefs are the cornerstone to successful peaceful human interaction. They espouse political and religious pluralism.

Neither the General Assembly nor any county, city, town, township, school district, or other public corporation, shall ever make any appropriation or pay from any public fund whatever, anything in aid of any church or sectarian purpose, or to help support or sustain any school, academy, seminary,college, university, or other literary or scientific institution, controlled by any church or sectarian denomination whatever; nor shall any grant or donation of land, money, or other personal property ever be made by the State, or any such public corporation, to any church, or for any sectarian purpose.

So in my legal reading they left the barn door open for Alternative educational alternatives as long as they meet the test. So if you stay straight and narrow down a pure educational path then you should be able to be provided for by this
