It's not clear from this that it's a surrender. (Too ambiguous, of course, which drives you crazy.) But it looks like they're allowed to attend. It doesn't look like they're going to be presenters or speakers or preachers or teachers.

Archbishop Chaput said there will be more than 70 speakers, and all of them will be faithfully presenting the Catholic Cburch's message. In other words:

No speakers for gay marriage, gay fornication, straight fornication, contraception, divorce/remarriage without annulment, polygamy, etc.

But sinners? Sure sinners can come. If you excluded sinners, the attendance would be very small.

But nobody's allowed to promote or advocate for their particular fave sin.

They probably have their lawyers working on it. Figuring out how they can sue their way to get on stage or at least get some kind of cash settlement out of it.
